Verify the callback URL
Configure the WhatsApp interface and its verify token. Meta's verification request supplies these query keys:

A valid request returns the challenge as plain text, not the generated JSON response declaration. With a valid mode/token, a missing challenge returns 400. Invalid mode/token returns 403; missing server verify-token configuration returns 500. This handshake is separate from POST signature authentication.
